Although Costa Rica boasts one of the highest literacy rates in Latin America, there is still a large number of children that still cannot read and write, let alone speak English. This is mainly due to a lack of funding, and therefore staffing, within the schools. Many children do not even reach secondary school and the figures for many illiterate and out-of-school children are often neglected.
